    從2月初開始，國務院安委會對全國10個主要產煤省進行煤礦清理整頓的新一輪督查。郴州市是湖南省的重要產煤區，有409個煤礦。國家煤礦監察局在此督查時發現，當地政府組織本地小煤礦停產放假，躲避檢查。

        2月3日，督查組來到郴州檢查時發現，早在兩天前，當地政府就已經統一要求所有的煤礦停產放假。國家礦山應急救援指揮中心副主任孟斌成說：“我們不能下井勘察，要找一些人，他們說我們放假了……找人也找不到，人為地給我們檢查制造了一些障礙。”在一份督查組得到的由郴州市下發的“放假通知”顯示，從2月1日起，郴州所有的煤礦全都開始放假，停止生產。

        該文件還顯示，當地政府原定的放假時間應該在2月11日，而就在1月31日，放假時間突然被提前十天。郴州市副市長首建中對此表示：“這次放假是市里的統一決定……是一種慣例……”盡管當地政府提前給所有煤礦放了假，但這并沒有掩蓋郴州在煤礦清理整頓中的諸多問題。在郴州宜章縣進行檢查時，督查組發現，一些早在去年就應徹底關閉的小煤礦，至今仍沒有關閉到位，甚至還存在著造假應付檢查的情況。
