    “目前我國中醫藥�？�(專病)建設順利進行，民族醫藥和中西醫結合工作得到強化，中醫藥教育和科研工作不斷加強”，全國人大代表雷菊芳說，“但是基層中醫醫院基礎設施建設相對滯后，遠遠不能滿足中醫藥事業的發展”。 

        甘肅是中醫藥大省，具有深厚的中醫藥理論積累和主要中藥材優勢。近幾年，隨著《甘肅省發展中醫條例》和《甘肅省人民政府關于加快中醫事業改革與發展的決定》的頒布，全省中醫事業得到了較快發展。 

        雷菊芳代表說，甘肅鄉鎮衛生院、社區衛生服務中心中醫藥服務管理進一步規范，國家級農村中醫工作先進縣不斷擴大，中醫藥�？�(專病)建設順利進行，民族醫藥和中西醫結合工作得到強化，中醫藥教育和科研工作不斷加強。全省有83個中醫(民族醫)醫療機構，有中醫藥工作者5萬人�！暗捎诳h級中醫醫院建設起步普遍較晚，大多是在原中醫門診部、鄉衛生院或縣衛�；A上改建、翻牌的，普遍規模小，底子薄，基礎設施落后，房屋設備簡陋，服務功能低下，除小部分縣級中醫醫院修建了門診樓和住院樓以外，大多數縣級中醫醫院只有一幢業務綜合樓，建于上世紀80-90年代，功能十分落后�！彼f，“建議國家在‘十一五’期間，將縣級中醫醫院基礎設施建設納入農村衛生基礎設施發展規劃，與鄉鎮衛生院、部分縣醫院及婦幼保健院同步規劃，同步建設�！�
