    3月7日上午，在全國政協十屆五次會議醫衛界別聯組專題座談會上，國家衛生部部長高強認真聽取完11位委員的發言后表示，目前我國正在制定醫療衛生體制改革方案，在適當時候，有可能召開聽證會，并在網上公示，以廣泛征求社會各界和群眾的意見和建議。  

        高強說，當前大家對看病難看病貴不滿意，最核心的問題是醫療機構的管理體制和運行機制。本應是公益性醫療服務機構的公立醫院，卻不能維護自己的公益性。通過改革，恢復公立醫療機構的公益性，為患者提供良好服務，提高服務質量，減少醫療事故，保證醫療安全。他表示，政府將進一步增加投入，建立科學合理的醫療保障制度。通過社會統籌，通過多種渠道籌集資金，促進醫療保障制度的建立。 

        高強部長最后指出：“我認為，建立城鄉一體化的醫療保障體系尚不成熟，但是，我們可以通過努力，建立不同水平、不同層次、不同人群的醫療保障體系。今年，我國將啟動城鎮非職工居民醫療保險試點。”
