        昨天，對政府工作報告中提到的“全國沒有實現年初確定的單位國內生產總值能耗降低4%左右、主要污染物排放總量減少2%的目標�！眹噎h�？偩志珠L周生賢表示，這主要是環保總局監管不力，措施不硬，投資乏力造成的。 

        當天下午，周生賢列席山西代表團全體會議審議政府工作報告。代表提的11條建議中有7條涉及環保問題，其中最關心環保總局未完成去年確定的目標。 

        周生賢開誠布公地說：“今年任務沒有完成，客觀上有原因。對我們來說，當前不是從客觀上找原因的時候，主要是要從我們主觀上來找原因，來改進我們的工作。”周生賢認為，去年的任務沒有完成主要原因是認識不到位，監管不力，措施還不夠硬，落實得不好，針對性不強，投資乏力也是一個方面。 

        周生賢分析說，從客觀上講，減排2%的目標是根據7.5%的GDP來設計的，現在執行的結果，GDP是10.7%，減排的任務難度就比較大。
