  　　  兩會召開前夕，新華網的一項專題調查顯示，“醫療衛生體制改革”高居受關注程度的榜首。網民們都期望政府主導新一輪醫改，切實改變百姓“看病難、看病貴”的現狀。 

        “國務院已經組織力量抓緊制定深化醫藥衛生體制改革方案，努力解決好廣大群眾關心的看病就醫問題。”國務院總理溫家寶在政府工作報告中說。 

        “這表明與百姓利益息息相關的新一輪醫藥衛生體制改革已經箭在弦上。”全國政協委員王正榮說，這位醫衛工作者長期關注著中國的醫療改革進程。 

        衛生部原副部長朱慶生委員說，中國的醫療衛生體制改革在1997年就已開始，主要包括城鎮職工基本醫療保險、醫療機構和藥品生產流通體制三個內容。 

        去年9月，由發展改革委、衛生部、財政部、勞動和社會保障部、民政部等15個部門組成的深化醫藥衛生體制改革部際協調小組成立。一份“醫保擴面”的具體方案———《城鎮居民基本醫療保險制度試點方案》已由小組草擬完成。
